You cannot appeal a UK visit visa refusal, and for most people the best next step is to apply again addressing the reason(s) for the refusal. If the refusal contains a clear mistake by the Home Office, for example saying you sent no bank statements when you did, a pre-action protocol (PAP) letter may be worth considering.
Is there a right of appeal?
No. The right of appeal for visit visas was removed on 25 June 2013, apart from narrow human rights or race discrimination grounds.
Why reapplying is often better
You can reapply as many times as you like. It is usually faster than a challenge, and you can add the evidence that was missing. Fix each refusal reason before applying again.
When may a PAP letter help?
A PAP letter is a formal letter asking the Home Office to look at the decision again before any court action. It is not an appeal, and the Home Office does not have to change its decision.
It may be worth considering if the refusal contains a clear error, for example:
- It says a document was not provided, but you can prove you uploaded it.
- It ignores evidence that was plainly in your application.
It is not suitable if you simply disagree with how your evidence was weighed.
How to send one
- 1. Compare the refusal with what you submitted, and keep proof of what you uploaded.
- 2. Use the GOV.UK template or write your own. You can send it yourself, and you do not have to use the form.
- 3. State the facts, identify the exact mistake, and ask for the decision to be withdrawn and remade. The usual reply period is 14 days.
- 4. Email it to UKVIPAP@homeoffice.gov.uk.
Caveats
- A judicial review claim must generally be brought within three months of the decision, and sending a PAP letter does not stop that clock.
- The Home Office may reject the letter, or withdraw the decision and refuse again.
- No official success rates are published.
- If it goes further, costs can rise quickly.
- Take advice from a regulated immigration adviser or solicitor. ASKVisas is not UK-based, is working towards authorisation, and cannot draft or send PAP letters or act as your representative.

FAQ
Can I appeal a UK visit visa refusal?
No, apart from narrow human rights or race discrimination grounds. Most people reapply instead.
Can I reapply straight away?
Yes, there is no waiting period. A repeat application with the same evidence may get the same result, so address every refusal reason first.
Will a PAP letter overturn my refusal?
It may if there was a clear error, but nobody can promise it. The decision can be remade the same way.
